HennellyI, your wasp is a female and she looks like some in the genus Anoplius. I'm not sure which one and the IDs are very tough, even on live wasps. However, you can always re-shoot things and add close ups. I suggest that you try to image the wing patterns first, with an auxiliary light source. That should cinch the genus for you, at least. Have a look at this image of a female Anoplius carolinus, from West Virginia:
