Strange Bug 1 (Right Side Up) - Tipula longiventris

Size: About 1 1/2 inch
This bug was seen acting very strangely. It was moving around quite a bit, turning upside down and dragging itself by its wings and then turning back rightside up fluttering its wings and then going through the whole upside down routine again. Does anyone know what this is and why the strange upside down behavior. I will add a second photo showing the bug upside down.
