Platypedia putnami
The head wider than the thorax is characteristic of this genus, and the black front legs separates it from P. areolata, which has redbrown femora.

Cicada
Yes, this is definitely a cicada, probably something in the Platypedia or Okanagana genus. I don't have the expertise in cicadas to ID to species, but perhaps an expert will weigh in.
