I've seen these on mossy trail banks before, but hadn't paid too much attention to them figuring they were something like slug slime. But this was definitely silk and doesn't look like something any spider I know would make, so I was thinking possibly webspinner? It looks a little different than other photos I've seen, but maybe it's because of the substrate. I've only seen a couple of webspinner webs.
