Leptomantispa pulchella
Dicromantispa sayi and Leptomantispa pulcehlla can be very hard to distinguish from one another. But three items here all point to the latter:

1) There are just 5 "wishbones" (inverted "Y"'s) along the posterior edge of the wing.2) Zooming in on your image as far as possible in my web browser, the upper edge of the pronotum looks very smooth.3) The thorax has the mottled "glowing banana yellow" and "chocolate brown" color of L. pulchella, rather than the mottled flatter yellow and blackish coloration of the dark form of D. sayi common in the northeast (corresponding to the former D. uhleri).
All three of the above taken together point strongly to L. pulchella. See the comments under the post below for (perhaps too!) copious further details:
