What is the ecology of this fly? What does it eat?

 
I checked the reference
on this group of flies and here is the Biology and behavior info from Manual of Nearctic Diptera " Apparently all members of the Psilidae are phytoghagous. A few species are crop pests. The carrot rust fly, Psila rosae, is a well-known pst of several umbellifers and other plants; other psilids affect a wide variety of plants, usually feeding as larvae in stems and roots.'

As for what the adult in your images was feeding, I could not see it well enough to tell. - Chen
