Bark Louse
I would say this is a bark louse.

Thanks
I'm puzzled by the wing venation, however, which seemed to match aphid to me. I thought I could make out the Rs and branching M.

Ooops, Mea culpa
Ooops, sorry! One thing that misled me was the lack of cornicles. Maybe they just aren't visible here, or do not all aphids have them?

No cornicles
I blew up some images of the same individual at different angles and found no sign of cornicles.

Aphid is correct.
This is a winged aphid. Most aphids have alternative host plants, so create a generation of winged individuals to disperse to those new hosts. Voila, there you go:-)

Thanks Eric
