Is this Symmorphus canadensis? Some other species look quite similar to me.

Honey bees in my yard generally prefer the Russian Sage and the Bumblebees ignore almost everything else when the Nepeta blooms, but wasps congregate on the fennel. If you want to attract these beauties, plant fennel!
