Reminds me of Spiny Baskettail (Epitheca spinigera).

Spiny
Based on range and and the divergent cerci, this is either a Spiny or Common Baskettail. Beaverpond's cerci look almost parallel from a dorsal view. The strongly constricted abdomen at S3 and the dorsal shape of the cerci make this a Spiny Baskettail, IMHO. Common's cerci are parallel for a short bit and then have a noticeable lateral angle to make them divergent. Compare here:
