I'd like to point out that the call of this cicada was almost identical to the recordings I've found of Neotibicen pruinosus / Neotibicen winnemannus. If anyone can narrow down the species based on the image I'd appreciate it.

If it had the call of N. pruinosus and you found it in Maryland,
it most likely is
Neotibicen winnemanna
. The two species have fairly similar, if not identical, calls.
