What are all these little red bugs? Are they boxelder nymphs? Furthermore, what the heck are they all doing like that?

Aphids
These are aphids. You can see similar ones to what I photo'd here:

They are feeding from the plant in your picture by piercing the stem.

 
Brown Ambrosia Aphids
Thank you very much. And I think these are the same kind of aphids you have in your photo. Brown Ambrosia Aphids. I've seen a few patches of these around, all seemingly on the same type of plant. I should find out what kind of plant that is.
