Eggs or galls or something else, on willow?

Eggs or galls or something else, on willow?
Burnt Lands Provincial Park, ottawa-Carleton, Ontario, Canada
September 30, 2015
There was a row of these small protrusions on a willow leaf petiole, only on this one leaf not on the others. Am wondering if eggs, or galls, or perhaps nothing to do with insects? The leaf had been chewed right to the petiole.
