I think that it is the woolly apple aphid that infests elm as well. I will not take offense if someone reaches a different conclusion, mind you, but a quick Yahoo search provided more results with E. lanigerum and "elm" than E. americana did....

 
Could be either...
Both species would be found on elm in the spring and fall. According to the Audubon guide, E. lanigerum causes elm leaves to curl in groups, while E. americanum "is very similar but causes individual elm leaves to curl."
