Colorful fly
Spilomyia alcimus, a Syrphidae (true fly) who mimicks the bold color pattern of the Southern Yellowjacket (Vespula squamosa) queen.

I agree with Richard,
that this is alcimus , though I don't nearly posses his expertise. I had just looked at the adjacent photo, recalled that I had the key by Christian Thompson. Though not all characters are visible in these photos, the abdominal pattern is characteristic for this species. Distribution also fits.
