Looks like I wasn't convinced enough to label these as such on my own computer, so I'm not sure why I did it on BugGuide.

Confirmed?
Did you ever get this ID confirmed by adult anatomy? These galls resemble ones I'm trying to ID now but don't seem to be very similar at all to what I had taken for Z compressum: https://www.gallformers.org/gall/783
Fwiw, according to Gillette's description, Z compressum is wingless:
https://www.biodiversitylibrary.org/page/8571764#page/206/mode/1up
and Melika and Abrahamson say the whole genus should be apterous or brachypterous. So maybe this is not even a Zopheroteras?

No
This was among the specimens I handed to Chang-Ti Tang at the USNM in December 2018, and as far as I know the box is still sitting on his old desk there, if you can interest Miles or Matt in taking a look at it. The specimen # is CSE1504.

Inquiline
Miles confirmed from the photo that the wasp is an inquiline, probably Synergus. Thanks for the info!

Thanks
I was leaning that way, on taking a fresh look. One bit of additional info: When I was getting things ready to bring to the USNM in December 2018, I noticed additional dead wasps in the bag containing these galls, so *potentially* there are specimens of the gall inducer there, although if they were wingless I probably would have noted that and taken photos. I think I just left those wasps loose in the bag, not having time to do anything else with them.
