True enough. The only Chrysothamnus galls listed by Gagne that remotely resemble these are made by poorly known Asphondylia spp., but for all I know this is a tephritid gall.

Gall not at the bud?
There are photos of this gall at the tip of the plant (as any bud gall would be), but others of the gall midway at the stem and facing out like this one. Is it the same species in both cases?

 
I believe so...
I assume that galls like this one are just formed on lateral buds rather than terminal buds. The only Ericameria galls listed by Gagne (1) are this species ("leafy rosette bud gall") and Prodiplosis falcata ("swollen bud").

 
But back in 1989...
Gagne would have listed all rabbitbrush galls under Chrysothamnus. Ericameria was only for goldenbush then. Now "C." nauseosus is E. nauseosus, but C. viscidiflorus (which Russo 2006 reports as having mostly different galls from "C." nauseosus) keeps its name.
