White feathery-looking bug?!

Please take a look at these pictures and help me ID the bug, if you are able. It has a cotton-like or even feathery looking covering on its back and appears to float when it flies...

It's a white wooly aphid, don
It's a white wooly aphid, don't know the species though. Some are specific to the plant they are found on.
