I thought it was a Libellula pulchella - Twelve-spotted Skimmer but the claspers look to large...

Prince Baskettail
Looks to me like a Prince Baskettail, Epitheca (Epicordulia) princeps. Only the mature males have green eyes; the females and immature males have brown eyes.

The Twelve-spotted Skimmer was a reasonable guess, because the wing patterns are similar.
