Found on a large circular web off the pier over marshy ground at White Rock Lake, could only get a shot of it's underside. It was 9:38am.

Doesn't look like Neoscona to us
but we don't know what to suggest for it without a dorsal, sorry

Unfortunately to get in front of it, would be wading out in the marshy muddy bog that is along side the pier.
