Could this be Ectemnius stirpicola? It's on - predictably enough - the fennel. This little thing wasn't the least bit spooked by the camera.

I have some other shots (unfortunately blurry) of a very similar wasp, except that it's got only one yellow stripe near the bottom portion of the thorax instead of the two displayed by this creature. That other one looks like it could possibly be Ectemnius continuus.
