The long thin body
makes us think Lestes rectangularis. The light color makes us think "teneral", a recently eclosed adult whose exoskeleton has not yet hardened and who does not yet have the full adult coloration. Being teneral, it would not want to move around much and risk damage to its wings or body. It just wants to sit still and hide and harden!
