I also saw an adult flying in early December of this year.

Oligonicella scudderi
This isn't S. carolina, as the pronotum (that is the long "neck") is far too short relative to the length of the rest of the body. This insect is also far too uniform in coloration to be a male S. carolina.

My first thought was Oligonicella scudderi but BG page had the body length as 25-37mm whereas this individual was >60mm. I believe a new record for GA in Nov.
