Delphinia picta ? - Delphinia picta

I think this is Delphinia picta;does this seem reasonable? The other similar fly I could find was Tritoxa incurva, the faces are very similar but the wing patterns are a bit different. I have noticed this type of fly only twice, and strangely on both occasions they were in exactly the same place (within about six feet) but a year apart.

Delphinia picta looks right to me, but I'm no expert.
Did it make a rowing motion with its wings? Looks like it from this photo. Suggestion: If you don't get an ID here after a couple of days, move your post to Flies.

Many thanks for the input. Yes, it lifted its wings above its body and kind of stretched, wagging them around quite slowly. It was also very placid, unlike most flies. Instead of flying away as soon as the lens came close it just walked away, and it took a good minute or so until it decided to fly off.
