Is this a mature male Widow Skimmer? The powder white is showing on wings, but no black on wing tips. Do mature males loose the slaty blue color from their abdomen? Is it correct to assume that if there is any powder white on the wings, it is a male?

Male
White does equal male. Except for rare variants. And this male is not quite to full adult color on body or wings.
