Those wings really are short:-)

Eupelmidae - female
Concave mesoscutum and - on the other picture - big, stout tibial spur II help to ID this elegant Chalcid Wasp at the family level. Technically, she's not strictly wingless but rather (very) short winged. Then these micropterous forms are better defined as "flightless" rather than "wingless".
