Stimulopalpus japonicus
This one has puzzled me for a while. After digging through Mockford’s book ‘North American Psocoptera’ I discovered that it is called Stimulopalpus japonicus; Family Amphientomidae. Originally from Japan through to India the species was accidentally introduced to the D.C. area during the 1950’s and has since spread as far west at as southern Illinois to northern Alabama.

Mockford says it frequents Cement Bridges, picnic benches and occasionally stone outcrops. The male is unknown and the North American population at least is likely reproducing by way of parthenogenesis (females lay only female eggs). Great find Graham and Tony.
