The wing venation and shape of flagellomeres is reminiscent of a Lestremia sp. (Lestremiidae). Female.

Sounds about right -- we have Lestremia cinerea which is apparently common in urban areas of California. Lestremia leucophaea known only from 1 record in north CA. They key out based on the proportions of the stem of the 3rd segment. This sounds like it would show up in my original image although I'm not entirely sure what the "stem" is.

 
Probably unidentifiable
Jaschhof and Jaschhof (2009) did not attempt to separate female Lestremia, noting in their description of cinerea "In both sexes, characters, such as body size, length ratio of flagellomere neck to node, and outline of wing are variable and hence useless for identification."
