I belive this is Pteronarcys dorsata - the Giant Stonefly.

Neuropteran, Chauliodes rastricornis
No, this is a neuropteran (or megalopteran, depending on the classification you use), the "spring fishfly", Chauliodes rastricornis--a female (serrate antennae, male has feathery antennae). Compare such images as:
