Insect laying eggs in elderberry stems

Size: About 1/8 inch long.
Found these egg laying sites on elderberry stems. Upon opening, I found theses. Appear to be about 20 ovipositor scars per group in a relatively straight line.

Resembles
damage caused by a tree cricket laying her eggs. I have seen similar damage on a grass stalk before and the eggs inside the stalk were long and narrow with a cap on the end, consistent with what a tree cricket egg is supposed to look like, so I figured that's probably what it was.
