UPDATE: a female of the same insect...
is present in BG, under unclassified "Hymenoptera" Images (two pics). Although antennae are much shorter and clubbed, general habitus, particularly wing venation, short abdomen and big, trapezoidal head with white face are exactly the same. Season and size match well too.
This proves two things:
- this one is a definitely a male
- this is no Aphelopus as I tentatively guessed. Rather, I think to an extremely small Crabronid Wasp, maybe from the Pemphredoninae subfamily.

Not only tiny...
but somewhat tricky as well. This COULD be a male of Aphelopus sp. (Dryinidae), based on general habitus and forewing reduced veination. But difficult to be conclusive as it is not possible to count antennal segments.
