I apologize for the quality, though it's shape is pretty distinctive. I think it's some sort of ga*ll wasp. Found on rose that is intertwined with Cherry and False Hedge Bindweed, Calystegia sepium.

Torymid Wasp (Torymidae)
Ironically, several of these Chalcids are parasitoid of true Gall Wasps. The host of this one is a gall-making insect anyway. The long ovipositor is "designed" to lay eggs through plant galls. That's not to say I'm an "intelligent design" believer!

 
Megastigmus
Species in this genus are not parasites of insects, but develop in seeds. So this ovipositor is "designed" to lay eggs through rose hips.
