Thanks for the ID. I did send a note to someone at the DNR regarding this damselfly earlier today.

"It is hard to be 100% sure from this photo because I can't see key aspects of wing venation or small body parts that would confirm a determination. However, the coloration is consistent with a brown-form female springwater dancer (Argia plana)" -- reply from Bob DuBois

Argia apicalis or moesta
It looks to me like an immature Blue-fronted Dancer (Argia apicalis) or Powdered Dancer (Argia moesta). Was it near a stream?

 
seems rather pale for apicalis
Isn't apicalis mostly dark on S9/S10?
Odonatacentral only has moesta on the Dane Co. checklist, although I have no idea about how complete that would be.

A small stream was about 20 feet away from where I took this photo. The cement is part of a drainage area leading to the stream.

Wow! You tricked us with this one.
fumipennis should have a Y shaped black line on the side of the thorax. With this pinched line and the light color and the broad black line on top of the thorax and the dark triangles on the side of the abdomen we were all set to say Argia vivida, till we saw where you said Dane Co, Wisconsin! We are at a loss. Maybe Cliff will comment. (Or June since this is right in her backyard! How could we forget that??)
