Male - Andrena sp.
An all dark male, (shiny) with three submarginal wing cells, the long white hairs on the thorax and feint abdominal bands, dark legs with light hairs, makes him look somewhat like this one, but wait for an expert to correct me.
A face shot, showing the bright clypeus of the males, would help to indicate this one specifically or to rule it out.

Note facial foveae and scopal hairs
Certainly not brevipalpis (note, e.g., later flight season of that species)

Unfortunately, I didn't get any photos of the face. I may be able to figure out what the plant but this was taken in a botanic garden so the plant may not be native
