Many ash trees were festooned with these galls; it was very windy...
Could someone, please, tell me if these galls occur in both male and female flowers?
In Europe there is a very similar gall, which is caused by the cauliflower gall mite, Aceria fraxinivora. It is called the ash keys gall because it galls the female flowers, only. The galls become very conspicuous in the winter and I guess that this would as well.
