Size: Approx 1 cm
I was told it might be a type of snipe fly (Rhagionidae) but none of the pictures that I found in here seemed to fit.
It was just sitting on the leaf of a peony flower plant. The peonies were not yet open.
I'll include two more views following.
I have no idea what he is, but I thought he looked cute. I think he's missing a foreleg as well.
