It looked like it was sticking its ovipositor in the flowers. I was told it was "probably ovipositing in or on a larva or pupa of a phytophagous insect burrowing in the flower."

I believe this is Agathis malvacearum in Braconindae/Agathidiinae

Banchinae (female)…
Possibly Atrophini. These are larval endoparasitoids.
