Found in a rich woods. First thought B. ternarius but this bee clearly has a yellow face (seems clear even though the photo is poor quality). Yes these photos are atrocious...all I had was my flip phone's camera, and fellow hiker Eric and his wife kindly made a valiant effort with her smart phone but its battery was too low. Abdominal pattern is as follows:
T1 yellow
T2&3 orange
T4 yellow
T5&6 black
Best match I can find is B. huntii but that doesn't seem to be recorded this far east. Please help as you are able!

I think it must be a ternarius queen
They can have some pale hairs on the face:

That would explain its behavior: it was flying around near to the ground, not visiting flowers, but instead landing, crawling down into the leaf litter for a few moments, then coming out, flying a few feet, then alighting and entering the leaf litter again...looking for a suitable nest hole, I suppose!
