Female - Thread-waisted Wasp
After ruling out most of the Spider Wasps, Sand Wasps, Vespids, Scoliids, and Parasitica, the blue coloring overall, combined with the body and head shapes seem to point to the genus Palmodes, but I don't know them well enough to be sure. The tarsal rake on the fore-legs = ♀
I tried to match the mandible shape to other images, but I'm still not 100% sure. A wing-vein shot might help you out tremendously. Can you estimate the approximate size, from the standard-average of the flower sizes or the petal lengths? (anther length)x8

 
Flower Size
I went out and measured some of these flowers and they are right around 1/2 inch.
