I assume your size estimate is wingspan. Most people use body length for Odonata.
could be Leucorrhinia hudsonica or perhaps L. borealis. It's difficult to tell from this picture.

I double checked my shots and all of them are from the same angle. I will try for a shot from directly above next time I get a dragonfly.
