I didn't see the little dark dash in the third space behind the costa the first time I looked at this. It's hard to notice due to some confusion with the background, but it appears on both wings in both photos. A size of 1/4" seems small for most Stenacron females, and that's why I was leaning toward Leucrocuta before noticing the distinctive marking of Stenacron.

This little female imago is a Heptageniid, possibly Leucrocuta.
