Size: about 0.5 inches
I thought this was some sort of 'hopping bug' until I got too close to it and it took off like a fly.

I think it's a marsh fly, maybe Sepedon sp.

You can see the little haltere between the middle and hind leg. Sorry I can't help any more than that. I wish I could see the face and wings a little better. Could it be a robber fly?

 
Fly
I don't think it was a robberfly. There appeared to be several around. All acting the same; perched on tall blades of grass next to a pond. Sorry I didn't get more angles, maybe I'll see them again today when I go back ;)
