Good find
This looks like Sciapus platypterus, a common European species known in America only on BugGuide. The previous photos are from New York City.

Curiously - It was on a deck railing at the Chatham fish pier. Only a strand of Nauset Beach separates it from the Atlantic -About as close as you can get to Europe while standing in the US.
