Tetraopes annulatus
This beetle was identified as T. annulatus by Andrew Williams, who studies milkweed fauna extensively. Per Andrew, T. quinquemaculatus lacks the 2 elytral maculations closest to the suture.

 
Oops...
...Andrew is correct about T. quinquemaculatus. I forgot about T. annulatus, which does reach as far east as Wisconsin. Western specimens usually have a much more grayish look to them.

This is probably...
...Tetraopes quinquemaculatus - it is often associated with Asclepias tuberosus.
