Specimen is wet. Largest wasp i have seen in this region by far.

appears to be a female Cimbex americana
Also, the location information appears to be a bit messed up?

Elm Sawfly (female)…
The species distribution includes the southern tier where you are in the NW Territories (the Dehcho region).
