Male - Tachytes distinctus
The same species and gender, as the one that Tom linked below. (widespread range) You can just barely see that this wasp has 11 flagellomeres. = ♂
Note, large size, lack of fine hairs on the ventral side of hind femora, light colored mandibles, marbled olive-green eyes, light-orange wings with dark tips, mostly red legs, reflective pubescence on the edges of the scutum, 4 pale abdominal bands on males.
