Looks like Stirellus, but has more striping than any the S. bicolor currently in BugGuide.

Tiny striped hopper
I assume it's within the normal variation of S. bicolor, but I can't say for sure.

Editing my original comment.
I do see now that some of the brown individuals do show this "extra" striping. It just does not stand out as it does in this one. Although it is not the best of images, I will move it to species as an example of the color variation.
