Not sure if this is an American Lady, West Coast Lady , or a painted lady. Any help is appreciated.

American Lady
Looks like an American Lady to me. Compare it to this:

One of the clues to help in identifying this particular species, especially from a Painted Lady, is the tiny white dot in the middle of one of the light-colored sections on the top of the front wings. About two-thirds of the way down the edge, you'll see the ovalish light patch and dead in the center will be a small, white dot.

After looking at the comparison photo you provided Kenneth, I think you are correct. The one I photographed was having a hard time flying and would only cover a distance of 5' or so before settling back down. Thanks for the help Kenneth.
