But this reminds me of Tabanus fulvulus. Compare:

I disagree
The pattern on the abdomen of T. nigrovittatus does not match your specimen. Upon further research I'm much more confident that this is in fact T. fulvulus.
Compare the images posted at www.insectimages.org for:
1) T. nigrovittatus here
2) T. fulvulus here
