Several of these damsels were found on the edge of a cattail marsh and meadows. Caught this one defecating.

Looks like female Ischnura
Don't know how to tell full adult blue females in I. verticalis and I. posita apart. Maybe June or Cliff will comment and tell us.

 
Ishnura posita
After editing photos of other nearby damsels, I found male I. posita, or Fragile Forktail. Indeed, I am leaning toward female or immature of the same species for this individual. Thanks for narrowing it down!
