For the correct orientation, the wasp was hanging from the wire "upside down". I was photographing a dragonfly a few inches from it when it suddenly flew in. I have not seen this before. The cat was not totally immobilized and very small. Please identify both.

Polistes sp.
Looks like Polistes annularis. Bicolored antennae point to this species. Wait for confirmation from Eric or another of the experts though.
